EXCLUSIVE: He was a popular teacher at Katoomba High School as well as a championship winning first grade footballer with the Blue Mountains Rugby Club and a party DJ “by night”. But now pretty-boy teacher, Gavin Malcolm Duncan, is up on serious sexual abuse charges. While his former school is facing claims of a cover-up amidst a sleazy culture where boundaries between some teachers and students are said to have become possibly blurred. True Crime News Weekly publisher, Serkan Ozturk, investigates.

Katoomba High School, situated in the scenic Blue Mountains just outside of Sydney, will celebrate its 100th anniversary as a public education institution early next month on August 10. It was to shaping up to be a great year, an annus mirabilis. With enrolments rising significantly over the past few years, there has been growing hope of a big bright future for the school for decades to come. However, it’s now much more likely 2019 will be remembered as an annus horribilis, and likely one of the school’s worst 12 months in all its long history. Because the revelations as set out exclusively by True Crime News Weekly below are likely to be truly shocking to many of our discerning and diligent readers.

On Tuesday, July 9, the school’s maths and sports coach, Gavin Malcolm Duncan, faced Penrith Local Court on six counts of engaging in sexual intercourse with a 17-year-old schoolgirl under his care.

Duncan is believed to be aged in his early to mid 30s. True Crime News Weekly was however told on two occasions by NSW Police that the fit teacher was 46-years-old. Numerous other sources though have told us he is much younger. The NSW Department of Education would not confirm the teacher’s age when contacted.

Duncan had been arrested and charged by NSW Police on July 4, the penultimate day before school holidays commenced for the winter break. Ahead of the police charges, the teacher had suddenly upped and left Katoomba High School late last month.

Gavin or ‘Gav’ also happens to be a well-known local sportsman in Western Sydney; being a first grade suburban rugby union footballer. Last year, with his Blue Mountains Rugby Club, he won the Barraclough Cup. The team now competes in the Kentwell Cup, regarded as the major trophy for the NSW Suburban Rugby Union.

The high-profile teacher was also the Sydney West Rugby Union Convener for Secondary School (Public Schools).

The alleged victim? A young woman; understood to be a former student and recent graduate of Katoomba High School. We will not be revealing any details about her, apart from to say that police have sought out an AVO on her behalf against the school teacher.

It is believed Duncan has previously worked in at least two other schools, including a college at Mount Druitt. It is not known if any previous complaints have been made against the teacher.

According to his Twitter profile, Duncan has also performed at bars and nightclubs as part of the DJ duo Jagged.

Despite almost three weeks having passed since police laid charges, many in the local Blue Mountains community however remain completely in the dark that the youthful-looking popular teacher and sportsman is facing serious criminal charges.

Can’t spoil those school centenary celebrations, can we?

It has been alleged that no letters or emails about Duncan’s arrest have been sent to parents or others connected to the school. No posts about the matter have been made on any of the school’s social media channels. There has been no school assembly or messages directed to students to seek help or counselling over the matters, or information about how to report any of their own concerns. School holidays have come and gone, and still not a word.

Indeed, on the same day of Duncan’s first court appearance earlier this month, the school chose to put up a feel-good post on its Facebook page about his former colleagues in the PE department taking part in a push-up challenge to help raise funds for youth mental health. One must applaud the chutzpah and spin. In effect though, a chilling silence has fallen upon the mountains school.

Until now, not a single media report either has been produced about Duncan’s alleged crimes. Which is strange to consider when one of the deputy principals at Katoomba High School happens to be closely related to a senior News Corp editor. The media silence over Duncan’s alleged crimes is further odd when an eerily similar case involving Ben Fenner, a 34-year-old teacher at exclusive private school Reddam House, was publicised just a few days after his arrest late last week on 11 counts of engaging in sexual intercourse with a 17-year-old girl under his care.

It’s a situation that has led some to claim “an absolute conspiracy” has occurred at the school.

According to sources within Katoomba High School who spoke to True Crime News Weekly, even Duncan’s fellow teachers haven’t been informed of his arrest and the reasons behind leaving his job so suddenly in late June.

“The staff were told at a meeting on the morning on Monday, June 24 that Gavin would not be coming back for ‘personal reasons’,” one insider said.

“He had been working up until the end of the previous week.”

The source continued: “The community has been told nothing about the truth. One of his friends has been telling people he just wanted to go back and train as a personal trainer.”

It has been reported to True Crime News Weekly that Duncan’s improper and allegedly criminal relationship with his former student was “was well-enough known at the time, with other students talking about it openly”.

One source from within the school who spoke to this publication alleged that a culture of sleaze and leeway had been allowed to develop amongst a few teachers which afforded Duncan a kind of cloak to conduct his alleged criminal activities.

“Another male teacher in the PE department supervised a university practicum student last year, and was having sex with her during the time she was supposedly being supervised in the department,” the insider revealed.

“This same male teacher has a private chat group for selected female students, inviting them to dinner.”

Another PE teacher is reported to regularly allow female students into his office (“always has year 12 female students in it,” it is said by sources), who seem to have free and easy access to the room, which is full of sensitive and confidential student information.

During the school’s swimming carnival this year, it is alleged this same PE teacher snuck out and had lunch with a group of female students.

Further, it is then alleged that the above two PE teachers took a small group of students, mostly female, to an AirBnB a few hours away from the school early this May, with this trip not made available to most of the school’s PE cohort for unknown reasons.

The trip was a so-called “study weekend”.

A source revealed more details about the trip taken over the weekend of May 4 and 5.

“It was a place in or near Mudgee but don’t know the exact location,” an insider told True Crime News Weekly.

“It was offered to some but not all of the year 12 HSC PDHPE students.

“It’s bizarre to offer a supposedly educational experience to some but not all. They drove there in teachers’ cars. They left at lunch or thereabouts on the Friday – thus missing after lunch timetabled classes – and stayed there Friday and Saturday night.”

True Crime News Weekly is aware of the identities of both teachers but has chosen to not name them for the time being.

On its official school website, Katoomba High principal, Jennifer Boyall, states the public institution exists to inspire students to reach their full potential.

The school, she says, is committed to developing a culture of high expectations as well as strong values that helps produce an end result of “creative, confident, accomplished” students.

“Our school motto, Quality and Creativity, highlights the holistic emphasis of the school and the breadth of our curriculum, leadership and welfare programs prepare students for the opportunities and challenges of the 21st century,” Ms Boyall writes.

“The school is committed to enhancing outcomes for all students through a relentless focus on quality teaching and learning practices that increase student engagement, personalise learning experiences and encourage the pursuit of personal and academic excellence.”

With those grand and sweeping mission statements in mind, True Crime News Weekly attempted to contact Ms Boyall to discuss her school’s response to the charges facing Duncan.

We asked the principal for her reaction to Duncan’s arrest as well as about the concerning reports from within the school about seemingly lax boundary-keeping by some teachers within the PE department.

We had contacted Ms Boyall by text message, email and mobile phone. We ended up leaving a detailed voice message.

She did not respond to any of our messages sent over numerous days.

A source from within the school however told True Crime News Weekly that instead of “enhancing outcomes for all students”, there was a kind of “protection racket” where a few teachers were taking advantage of lax regulations.

“By this, I mean that a lot of policies and procedures don’t get done properly and there is a culture of not worrying or complaining about this, because then everyone’s life is easier,” the fed-up source said.

“Also, the school has been increasing enrolments significantly in recent years and they wouldn’t want to jeopardise this.”

True Crime News Weekly also contacted the media unit of the NSW Department of Education by email this week on two separate occasions seeking comment. On both occasions we never received a response.

We then called the Department. A harried-sounding and then panic-stricken spokesperson hung up on us not long after we confirmed the reason for our call.

Once again, an eerie code of silence was enacted and we weren’t given a response to any of our queries.

Fifteen minutes later however, another spokesperson from the Department contacted True Crime News Weekly by phone. They promised a statement would be emailed through soon. Having been delayed for so long True Crime News Weekly decided to publish this article to beat off a PR-driven statement. We will add the statement from the Department into this story as soon as it arrives.

Having been charged by police on Thursday, July 4, just two days later, as if nothing had happened, Duncan was back on the rugby field playing for his beloved Blue Mountains Rugby Club. He even scored a try in the big win over Balmain. Three days after taking part in that victory, Duncan was in court for the first time and having to answer for his alleged crimes against a student who thought she could trust him. He is next due to appear at Penrith Local Court on Tuesday, September 3.

Duncan did not respond to requests for comment when contacted by text message this week.

NSW Police have told True Crime News Weekly that as of the moment they have no further concerns about other past or present students at Katoomba High School.

UPDATE –

Two hours after this article was published, we received the following comments from a spokesperson on behalf of the NSW Department of Education:

“As this matter is currently before the courts, the school and the department are limited in commenting on it,” the spokesperson said.

“The department has worked with the police investigation into this matter, and the teacher has been placed on the Not To Be Employed list for public schools.”

  1. From what I’ve seen of this kind of thing in other schools the Principal and VP’s will get as far away from this as they can. That will involve total denial of knowledge of any alleged improper practices by Duncan or any other staff. The first priority will be to protect their careers and reputations.

    The staff facility at KHS are fabulous hard dedicated educators please don’t tarnish the whole school of educators ,and students who want to learn to one man that is not ok.
    Please ensure all your information is correct before you publish as this affects many hard working individuals staff and students.

      • They weren’t allowed to by request of the police, as soo as she was given the all clear ms Boyall sent a letter to every family from the school

  3. I gotta say that this is upsetting to see this but you gotta look on the other side that the girl would always come to his classes every time he had a class with students or not she would constantly do it

      • 17year Olds can, of course, as 16 is the age of consent.
        The issue is the teacher is in a position of authority, so has additional obligations.

      • False and untruthful article. Shame on you for disrespecting a woman that had always wanted the best for her students. She has created so many opportunities for us and is that kind of person that will always make time for you. The police did not allow her to release information to your pathetic news page. Maybe because the issue is going to court?!
        Since the start she has been honest with the parents and students, releasing some informational emails and holding meetings for year groups(she even offered counseling).

    • She would go to his classroom constantly and they would just sit alone in his classroom during recess and lunch and free periods

Look at the size of the jump in numbers at the school to see how the school and especially the Principal are respected.   5. This article is libellous and should be removed immediately. As a parent at the school, I am well aware that the school acted as soon as the information became known, and that Mrs Boyall emailed all parents when permitted by the Department to do so. (As this matter is the subject of a Police investigation, it was not her call to release information prior to receiving formal authority to do so.) The fact that Mrs Boyall would not respond to calls from your rubbishy tabloid is a reflection of the quality of your publication rather than a ‘cover up’. I am confident that the school took all necessary action in relation to managing this appalling situation, a situation of which Mr Duncan holds complete responsibility.

  6. There has been next to no communication with parents regarding this matter, it was only when this news story came out did we get a email, and now its in the Blue Mountains Gazette today. this has been going on for months apparently. as a parent I’m quite concerned.

  8. If anything in this article around the culture of thin blurred boundaries with KHS PE staff (above and beyond the arrested former staff member) is even slightly true then the school needs to take immediate action and truly change the way they work.
    But it seems the progressive community around the school has as typically reflected with sexual abuse cases … turned to victim blaming and the defence of perpetrators and potential alleged perpetrators. And the school is going into victim mode. Yet this happened on their watch. There are outstanding teachers at KHS. Passionate professional inspirational and dedicated. The principal has done some incredible work.

    But this has bought to the light some very dark shadows
    There was a meeting for all year 10, 11, 12 students yesterday about this situation. Except the principal and teachers broke down crying.. Was the meeting for the traumatised students to feel better or the guilty by association staff?
    Where was the school staff and management when it was well known by students that the teacher was doing something unethical? And the consistent whispers by students about the PE dept? Were they turning a blind eye to their golden Boy PE department. (Why is it always the PE department!!!!) Someone said you can smell the youthful arrogance and smug sleaziness of the male PE teachers. Two in particular. So why didn’t someone on staff say something? Surely someone did which causes us to think that there was prior knowledge about the culture of blurred boundaries.
    Students had long been feeling unease, just one instance was witnessing blatant inappropriate displays of flirting by the PE teacher at a camp with the prac student. And everyone knew there were favourite girls who the PE department nurtured and spent lots of time with. Some girls gave up PE because of feeling uncomfortable with the male teachers.

    Let’s assume the following…..
    The victim after being flirted with by Duncan ( who allegedly had also targeted year eight girls) was encouraged on her school girl crush by him and became besotted with him. A professional and ethical teacher would have obviously not encouraged in the first place and stopped it in his tracks. But he encouraged it, manipulated her and led her on. He betrayed his trusted role as teacher and exploited her naivety and vulnerability. and my guess is she was a vulnerable teenager. Best guess is she was feeling unloved, in conflict with parents and falling off the rails generally. Most abusers target vulnerable victims. They groom them until the boundaries are complete blurred. Anedoctal and evidenced based research have proven that teenagers who are part of so called teenage “affairs” with teachers or adults in positions of power experience deep trauma and have long term detrimental effects on their life particularly if they are blamed.

    Lots of local women are being silenced in their concerns over what has happened and the silence surrounding it. This article has been vilified and so has anyone saying anything against the schools handling of it. The community is going into protect the school and the staff. What about the victim? And the girls out there who have felt uncomfortable and experienced inappropriate behaviour from the PE department but won’t come forward for fear of upsetting their school or their principal?
    Yes we support our school and want to assume that there is no cover up or nefarious behavior by PE staff and that where we send our kids is a safe place with just one aberration. But let’s get this clear….

    The school can take a leadership role in changing the victim blame narrative and setting up a culture where adults are trusted figures and children and young people are safe and protected. Or they won’t.

    • You offer a lot of assumptions and claim insight from a very lofty perch. I would question your motives. Unless you have more information based on facts as opposed to speculation then your words are as empty as the piece your commenting on. This has along way to go supporting a Principal who has turned around a school is a natural reaction for most parents. Your comments are both questionable and without merit.

  9. Sorry I forgot one more point if I may. If you knew about so called whispers and inappropriate behaviour at a camp then why didn’t you do something about it. Perhaps hindsight or just plain gossip fits your profile a little better. I’ll wait for the facts and in the meantime put my faith in the Principal and not idle speculation aimed at demeaning both school and parents.

    • Alan you raise a very good point. I had no prior knowledge until this all comes pouring out in the days following the court date release. And it begs the question why? If the number of students allegedly aware of the immoral situation at the time is true then surely some parents would have been told. Why did they not reach out to the school or police? They are as much to blame as the possibility that certain staff at the school were aware.
      Our conscience as a community is in the spotlight and we must make this a learning experience to further protect children and young people.

      PS people questioning how such a serious situation was handled does not detract from acknowledgement of the great work done by the principal and most of the staff. That can sit side by side. But we must take a good hard look at ourselves and how we go on.

      • Right or Wrong, educators’ careers are ruined if these issues are not reported properly. I’ve heard of at least two Principals who were sacked because they did not correctly or appropriately report such issues. These Principals did nothing wrong except trust those less than trustworthy teachers.

  11. I cannot believe some of the comments. Early days. So let’s be patient and trust that it will show up in the wash in time. I am a home schooling advocate, my child was schooled at home until year 5, when he asked to go to mainstream school, I did as he needed. I did it reluctantly and I did it against my will. No one loves our kids like we do and no one cares for their well being like a loving and devoted parent. School is not a safe place, not entirely, not really.My child went to high school at this particular school, a male student. I worked hard to be vigilant, I was on the job, always. I never felt complacent. All my experiences with Mrs Boyall were positive from memory, a well meaning and sincere woman. He never mentioned anything of this nature was going on while he was there. As she is not omnipotent, she can only have done so much. I’m sure she would not have allowed such behaviour if she was aware it was happening. However, that it did is the issue and it needs to be properly investigated. As such, anything which sheds any kind of light is going to bring truth to the surface. But it will take time to show. Mistakes may or may not be made, none will matter if the truth is the object of focus. A person in such a role cannot step over that line and be excused. No amount of student involvement or consent can make what he is accused of ok. His role is to teach, not to engage in sexual activity with his students. Any teacher who does should lose their license and be shamed publicly. Accountability, on show for all to witness. We need to feel that our children are safe, the teacher is a care giver, not an abuser. What has our society come to? So much is blurred and so many of us are taking liberties we should never feel free to take. This is not ok, none of it. Instead of attacking the journalist, however en point his reporting style is or is not, let’s take a moment to fully grasp the issue at hand. A person in a role of responsibility has abused that role. The law should do it’s job and he should be punished appropriately. School numbers don’t come into it, innocent teachers will not go down if in fact they’re innocent and no one has a thing to fear unless they have engaged in similar behaviour. In which case, they should be concerned. The spotlight is on and KHS is on the news. Every fool has his/her day. Keep it in your pants guys. Just a personal perspective, I never liked this Mr Duncan, he is a smug, arrogant, narcissistic type, just the type who will just because he can. Shame. I think psychological testing should be done on people in such positions and regularly. They pose a real danger when left unchecked. If I could see it with the naked eye, imagine what could have been gleaned from a test.

Who cares wether he was a maths teacher or pe teacher the fact of the matter is he was having sex with a student and let’s not brat around the Bush if it was known by students around the school there is no denying the teachers and staff weren’t aware of it ! And the whole the principal wasn’t allowed to advise the parents of the situation is a crock of shit! She has a duty of care and that duty of care is to provide parents with such information immediately! It’s about time the mountains stopped covering up this kind of shit to try to maintain a perfect image !
